Profile

Ms Dianne L. Arnold is the Director, Administration and Finance (DAF) for WHO South-East Asia Region. She is responsible for providing efficient, effective and flexible administrative and financial services to all regional programmes and activities and exercising oversight to ensure that the regulations and ethical principles of the Organization are observed in executing its programmatic activities. She advises the Regional Director and Deputy Regional Director on administrative policies, structures, practices and decisions that directly affect successful programme delivery.

Ms Arnold provides an integrated administrative platform for the Regional Programme, delivering a coordinated array of the highest administrative, human resources, finance, budget, legal, procurement, information and communication technology, staff security, infrastructure, staff medical services and other related services. 

She is primarily responsible for the preparation of the Regional Committee and other related constitutional meetings in respect to their legal and constitutional aspects.  She represents the Regional Director to government counterparts in the Region and vis-a-vis country host governments, in particular on complex administrative matters requiring sensitive negotiations and high level intervention.

Ms Arnold has an MBA degree from Strayer University, Washington DC, USA.  She has extensive knowledge and experience in the areas of Human Resources, Budget and Finance, and IT.  Before joining SEARO, Ms Arnold served 15 years in the WHO Region for the Americas (AMRO-PAHO) in the following capacities: (i) Manager, Office of Human Resources Management, (ii) Team Leader, Human Resources Strategy and Acting Director of Administration, (iii) Manager, Office of Technology Services, and (iv) Chief, Financial Systems. Prior to WHO, Ms Arnold served 11 years with U.S. Agency for International Development (USAID).
