 Prelude
WHO is a specialized agency with autonomous
intergovernmental structure and with its own independent legal instrument
with mandate to address mainly health and related issues.
Like other specialized agencies WHO is also linked to the United Nations
(UN) through the UN Charter whereby member-states have pledged themselves
to “joint and separate cooperation” on social and economic issues including
those related to standards of living, economic and social progress, health,
human rights, culture and education. It reports through the UN Economic and
Social Council. The main link the UN Charter provided for was through the
Economic and Social Council (ECOSOC), one of the principle organs of the
UN. The UN recognized the autonomy of specialized agencies through their
individual basic instruments but also required that the members of
specialized agencies be brought into a relationship with the United Nations
General Assembly (UNGA) through agreements between the agency and the
ECOSOC.
In the context of the ongoing UN reforms and their
implementation to strengthen country level UN operation through “Delivering
As One” and working closely and with required coherence with the UN System
as a whole is thus important for WHO. The Liaison
Office with the UN Economic and Social Commission for Asia
and the Pacific (ESCAP) which is one of the six regional arms of the UN
thrives to achieve this goal.
Mission
The main aim of the Office is to foster and strengthen
collaboration with ESCAP and other Regional UN and intergovernmental
agencies in the Asia-Pacific region in health and related issues and to
represent the Organization at the ESCAP and other Regional UN Agencies in
the region.
Key
Areas of Work
Collaborate with the ESCAP and other
Regional UN agencies to ensure a coordinated effort to address health
related issues and interventions in support of disseminating relevant
information from ESCAP to the HQ and the Regional Offices.
Coordinate and monitor the implementation of
all activities related to ESCAP, including formulating innovative
approaches to health issues/ problems identified, assisting with the
resolution of potential technical and operational problems and
collaborating closely with WHO headquarters and technical departments of
Regional Offices to ensure key elements of programme initiatives
incorporated into their work ensuring effective cooperation.
Represent WHO at the meetings of ESCAP and
Regional Interagency Coordination Mechanism (RCM) and United Nations
Development Programme/United Nations Development Group for Asia and the
Pacific (UNDP/UNDG AP) to promote the health agenda in all policy
discussions, including identifying when WHO interventions are appropriate,
preparing materials for decided interventions, and sharing with the
technical units on the outcome(s) of actual participation and to advocate
the inclusion of health issues in the formulation of social and economic programmes and provide technical advice.
Cooperate with ESCAP for tripartite
collaboration with ASEAN and SAARC in health related areas in the context
of MoUs concluded between WHO and ASEAN and SAARC
in collaboration with WHO Representatives to Indonesia
and Nepal.
Establish sustainable contacts with relevant
department/units of ESCAP, UNDP/UNDG AP and other agencies as required for
the purpose of ensuring a coordinated effort to address the problems and
issues identified under the collaboration.
Analyze policy, development, reform and
programme trends of ESCAP and Regional Commissions; contribute to
information gathering process for facilitating collaborative relations
between WHO and ESCAP.
Carry out negotiations and conduct of high
level meetings on behalf of WHO with offices of
ESCAP at different levels regarding policy development and programme
direction and collaboration.
Spearhead the development and implementation
of regional strategy of cooperation with ESCAP, and lead the systematic
review and update of this strategy for appropriate, effective and efficient
operation.
Coordinate and support dissemination of
analysis and information on the sub-regional health situation and the
status of the implementation of activities to HQ and other Regional Offices.
